The EU funded EU-FITO-BiH twinning project, carried out in collaboration of EU Member States (Italian and Polish public institutions) and BiH plant health Institutions, is expected to address these challenges, with regard to phytosanitary and plant protection issues.
The specific purpose of the Project is thus to enable the phytosanitary services in BiH, to harmonise legislation toward EU acquis and international obligations and standards, and particularly:
to create and implement in the country an equivalent plant health (quarantine) regime,
to improve the policies related to seed and propagating material as well as plant breeders’ rights,
to develop regulations on management of plant protection products.

The project is expected to achieve the following results:
R1: Legal and regulatory framework fully compliant with legislation and good practice of the EU for plant health regime, seed and seedling material of agricultural plants, vegetable, vine fruits, ornamental and forest plants, as well as for placing of plant protection products (PPP) on the market and sustainable use of pesticides;
R2: The register of operators (phyto-registry) and rules of issuing plant passports are established and capacity is in place for effective coordination and management of the registration process within the competent authority in accordance with BiH legislation harmonized with EU acquis;
R3: System for surveillance and monitoring over harmful organisms is under implementation;
R4: Cooperation and coordination procedures are established between the Administration of BIH for Plant Health Protection and the phytosanitary inspections of both Entities and Brcko district;
R5: The system for recognition and registration of varieties into the variety list of BiH (including seeds, seedling materials and forestry reproductive material), is established and operational, together with a system to protect the breeders’ rights in line with the standards of the International Union for the Protection of New Varieties of Plant (UPOV);
R6: The system for certification of seeds and seedling materials (including forest reproductive material) is established and operational;
R7: The system for the effective evaluation of plant protection products and the management of their registration processes, in line with EU legislation, is strengthened;
R8: The system for the control of the use of plant protection products and their quality control is established.
